Netta Grutman

Netta Grutman is the founder and managing attorney of Grutman Law, P.C. She has been practicing labor and employment law since 2011, and is a seasoned workplace investigator. Her practice focuses on conducting workplace and campus investigations.

Netta handles a variety of investigations, including allegations of discrimination, harassment, retaliation, and misconduct within a variety of business structures. She investigates matters within both the private and public sectors and regularly conducts complex investigations involving multiple complainants, respondents, and cross-complainants.

Before founding Grutman Law, Netta was a Senior Investigations Specialist at a leading Fortune 100 company, Kaiser Permanente. Kaiser’s large and exceptionally diverse workforce allowed Netta to handle investigations regarding virtually all protected class categories and involving parties at all levels of leadership. Netta also has experience litigating employment law cases and brings this knowledge and experience to her neutral investigative work.

Netta is a proud member of the Association of Workplace Investigators, and the Labor and Employment Law Section of the California Lawyers Association.

Netta earned her Juris Doctor from the University of California, Hastings College of the Law, where she published a note in the Hastings Business Law Journal. She earned her Bachelor of Arts in Economics from the University of California, Davis.

William Steiner

During the past half-century, Mr. Steiner has enjoyed a diverse experience as a litigator, law instructor and Administrative Law Judge for the State of California. He believes exhibiting a respectful attitude not only toward judges but also toward all parties in the case helps promote an atmosphere where overly contentious litigation can be avoided.

Mr. Steiner’s trial and appellate work have focused on employment and civil rights. His experience as Los Angeles Director and Associate Counsel for the Mexican American Legal Defense and Educational Fund gave him three years of exposure to the ever-changing fields of civil rights and employment law which he continues to pursue in private practice. His cases have included significant victories for women and workers of diverse backgrounds, vindicating their rights at trial, and several of his cases have become published decisions. He also has represented corporate clients, including three years as in-house counsel for Kemper Insurance Company in Orange County.

Mr. Steiner believes our legal system can be an excellent fact-finding tool and should produce a just result in every case.

When he isn’t engaged in the challenge of investigating and litigating cases, he spends his time with family and friends, recently traveling to Spain, the Galapagos Islands and Portugal, and can be found on the tennis courts of Irvine for weekly tennis matches. Mr. Steiner became fluent in Spanish when he spent his third year at the University of Madrid as part of the University of California’s Education Abroad Program.

Chen Suen

Chen Suen comes from an extensive background in the fire service, currently working as a Fire Chief for a local Southern California fire department. He has over 19 years of fire service experience including seven on the management side and the remaining time on the labor side. As part of the fire management team, Chen handled several workplace investigations as the lead investigator navigating through the complexities of California’s Firefighter Bill of Rights. During his tenure in the fire department, he also served on the union board as the 1st vice president and secretary, assuming duties such as the lead negotiator in collective bargaining process.

Chen earned his Juris Doctor from Loyola Law School, Los Angeles, where he gained valuable experience in workplace investigations with the Loyola Law Employee Rights Clinic. He also externed with the Los Angeles County Office of the Independent Monitor Probation Department, reviewing internal investigation cases and providing opinions on each. Chen earned his Bachelor of Arts in Sociology from the University of California, Irvine. In his free time, Chen loves spending time with his family and traveling.
